Recently the folks at Umnitza announced the availability of their HID fog light kit for the X5. The kit is available with H3 (pre-2003) or H11 (2003+) bulbs. The whole kit comes in two boxes, one of them contains the bulbs and the other one includes the discharger units , cables and installation guide. The installation should not take much longer than 1.5hrs for a semi-technical inclined person. There's no splicing or cutting of wires involved, the whole kit is pretty much plug and play. All you need to do is to connect the plus/minus wires to your original fog light wiring harness and to mount the discharger units. When mounting the discharger units make sure you mount them securely to avoid rattling and exposing them to water or moisture. There's plenty of room behind the fog lights which can be used to mount the discharger units.
The kit is being sold by Umnitza and will cost you appr 300USD. The folks at Umnitza are very helpful and will be happy to answer any questions you may have, you can call them at 925•922•5777 for more information on their products.

As you remove the original fog light you will see how much space is available behind the lights. The fog light can be removed by pulling the cover ring (there's a small whole on the top of the ring which can be used to pull it from the front bumper) and removing the two screws at the bottom of the fog light.
